Former President of the Tribunal de grande instance (TGI) de Paris, and subsequently holder of other judicial offices.


Jean-Michel Hayat appears in this record in connection with a request for urgent legal aid (aide juridictionnelle) — a demande d’admission provisoire — addressed to the presidency of the Tribunal de grande instance de Paris on 18 April 2016.

The request set out the grounds for urgency, including the terminal illness of Vincent Le Corre’s wife, and cited the European Court of Human Rights’ own guidance that exceptional diligence is required of the authorities towards a litigant in that situation.

Eleven minutes later, a reply was sent from the presidency stating, in full: « Votre demande a été transmise au service compétent. Merci de le noter. » — that the request had been forwarded to the competent department. No decision was taken on it.

One month later, the same request was addressed to the presidency of the Tribunal de grande instance de Versailles. That presidency did not forward it: the President of the tribunal ruled on it himself, by ordonnance, and the decision was formally notified on 24 May 2016.

The President of the TGI de Versailles had also written, on 14 April 2016, that the president of the bureau d’aide juridictionnelle is appointed by the president of the tribunal — « nommé par mes soins » — under Article 10 of decree no. 91-1266 of 19 December 1991.

Vincent Le Corre’s position is that the request called for an immediate ruling by the President of the tribunal rather than a referral.
